On 17th March 2023, the Anti-Corruption Bureau received a complaint alleging that
Immigration Officer at Regional Immigration Office (North), Inspector Rodwell
Mwenebanda charged two passport applicants the sum of K140,000.00 (one Hundred
Forty Thousand kwacha) each for two passports instead of the government set fees
of K90,000.00 per passport.
Bureau investigations established that Inspector Rodwell Mwenebanda received
K140,000.00 from each of the two applicants but issued receipts for K90,000.00, the
fee for a 36 paged ordinary normal passport. Inspector Rodwell Mwenebanda
received K100,000 from the applicants (K50,000 each) for which no receipts were
issued.
On 14th April 2023, the Anti-Corruption Bureau arrested Inspector Rodwell
Mwenebanda. He is likely to be charged with misuse of public office contrary to
Section 25B (1) of the Corrupt Practices Act, theft contrary to section 278 of the
Penal Code and obtaining by false pretence contrary to section 319 of the Penal
Code.
The Bureau will take Inspector Rodwell Mwenebanda to court after recording a
caution statement from him.
