Following numerous complaints received and pursuant to its powers under Section
23 (1) of the Corrupt Practices Act, in April 2023, the Anti-Corruption Bureau (ACB)
restricted complained against District Councils from proceeding with the recruitment
and/or training of enumerators for the 2023 Unified Beneficiary Registry (UBR)
exercise in the respective Districts Councils.
The Restriction Notices were issued to allow the Bureau conduct investigations into
the allegations regarding the recruitment of enumerators. Bureau investigations have
established no evidence of prosecutable corrupt practices pertaining to the
recruitment in five Councils.
Accordingly, the restriction notices for Dowa, Ntchisi Kasungu Chiradzulu and
Nkhotakota District Councils have been lifted and the councils should proceed with
the recruitment and training of the identified candidates
The Bureau has however, found that there were serious irregularities in Karonga and
has therefore maintained the restriction notice it issued against the recruitment and
training process and has recommended that the recruitment process should restart.
The Bureau is calling on all stakeholders involved in this process to desist from
corrupt practices. Reject and Report corruption to the Anti-Corruption Bureau.
