Pursuant to its powers under Section 23 (1) of the Corrupt Practices Act, on 21st
August 2023, the Anti-Corruption Bureau (ACB) issued a Restriction Notice to the
Chief Executive Officer of ESCOM from proceeding with any transaction, agreement
or other arrangement in relation to a 300Mw Power Purchase Agreement (PPA) with
Westland Construction and ACSG Consortium.
The Restriction Notice has been issued to allow the Bureau conduct investigations
into an allegation of corrupt practices which the ACB has received regarding the PPA.
Following the restriction notice, ESCOM is restricted from continuing with the
concerned PPA until the ACB has concluded the investigations or lifted the restriction
notice.
