On 23rd July, 2020, the Anti-Corruption Bureau (ACB) received a complaint alleging that
Malawi Communications Regulatory Authority (MACRA) recruited Mr. McDonald Pato Phoya,
Dr. Charles Fodya, Mrs Ruth Mgwede Mdala, Mr. Timothy Sukali, Mr Kumbukani Lisilira, Mr.
Emmanuel Banda, Mr. Dan Datchi, Mr. Frank Mdala, Mrs. Vilant Tambulasi, Mr. Limbani
Sekani and Mr. Tiyamike Zawanda although they lacked necessary qualifications and
experience.
The Bureau instituted an investigation which established that the recruitments were done
unprocedurally. On 13th January, 2022, the Anti-Corruption Bureau arrested Mr. Godfrey
Itaye and Mr. Henry Macheso. Mr. Itaye is likely to be charged with abuse of office, failure to
declare interest and neglect of official duty contrary to Section 25 B (1) and 25 (D) of the
Corrupt Practices Act and Section 121 of the Penal Code, respectively. Mr. Henry Macheso is
likely to be charged with abuse of office contrary to Section 25 B (1) of the Corrupt Practices
Act.
They will be taken to Court after the Bureau has interviewed them.
