EMPLOYMENT OPPORTUNITY-DIRECTOR OF CORPORATE SERVICES (GRADE ACB 3)

Introduction:

The Anti-Corruption Bureau was established by an Act of Parliament to receive and investigate complaints of alleged or suspected corrupt practices; prosecute offenses under the Corrupt Practices Act; investigate and report on the conduct of any public officer who is connected to or conducive to corrupt practices; take necessary measures for the prevention of corruption in public and private bodies; and solicit public support in the fight against corruption. To fulfill this mandate, the ACB is seeking to recruit a highly qualified, competent, and motivated individual to fill the following vacant position:

 Purpose of the Job

Reporting directly to the Director General, the director of corporate services plays a crucial role in ensuring the smooth functioning of the bureau. Overall, the successful candidate will oversee the implementation of the bureau’s strategies, frameworks, and policies across finance, procurement, human resources, ICT, general office administration, and stakeholder engagement.

Duties & Responsibilities:

  1. Devise, implement, and monitor robust financial policies, strategic plans, and internal control systems.
  2. Provide liaison with the National Audit Office and key cooperation partners.
  3. Formulate, develop, and implement institutional procurement policies, strategies, rules, and regulations.
  4. Establish and drive appropriate Information Communication and Technology (ICT) policies and systems to modernize and support bureau operations.
  5. Provide strong strategic leadership, mentorship, and direction to staff across the Finance, Human Resources, Administration, Procurement, and ICT sections.
  6. Lead the Bureau’s corporate affairs division, fostering a culture of operational efficiency, excellence, and strict compliance with all statutory requirements.
  7. Ensure the delivery of highly effective, secure, and efficient administrative and operational support services across the Bureau.
  8. Lead resource mobilization initiatives for the institution.
  9. Organize, facilitate, and participate actively in senior management meetings.
  10. Oversee and manage the staff performance appraisal system.
  11. Spearhead the preparation, implementation, and monitoring of the institutional budget.
  12. Ensure the timely preparation of comprehensive annual, management, and financial reports.

Address internal/external audit queries and manage matters arising from the Public Accounts Committee of Parliament.

Experience and Qualifications:

Minimum Qualifications and Experiences

  • A master’s degree in human resource management, finance, business administration, management, or a related field.
  • A minimum of ten years’ experience in human resource management, finance, administration management, or a related field at the senior management level.

  • Tech-savvy with a strong focus on data-driven decision-making.
  • Excellent leadership and problem-solving skills.
  • In-depth knowledge of human resource management and organizational development.
  • Proven ability to cultivate healthy, collaborative workplace relationships and manage diverse teams.
  • Strong resource mobilization skills coupled with institutional budgeting expertise.
  • High intellectual agility and analytical skills to align immediate actions with long-term goals

 

Employment Terms and General Conditions

  • Contract Duration: Three (3) year contract period, renewable subject to satisfactory performance.
