The Anti-Corruption Bureau (ACB) has, on 10 July 2025, arrested Alinafe Banda Malisawa and Grace Kusani in Lilongwe for offenses relating to abuse of office, neglect of duty, uttering false documents, and obtaining contracts by false pretenses.
The arrest follows investigations conducted by the ACB which established that in or around 2020, Alinafe Banda Malisawa, while employed as a procurement officer at Malawi Parliament, corruptly abused her official position by directing procurement officers to sign delivery notes before the goods were received and authorising Local Purchase Orders (LPOs) to facilitate payments to suppliers. She is also suspected to have wilfully neglected her duties by endorsing processing of payments before delivery of goods.
The investigations further established that Grace Kusani, owner of Divine Excellence forged and uttered quotations belonging to various companies, including Allu-Tech Aluminium Systems and Carports Kings International. Further, she presented the forged quotations to deceive Malawi Parliament into awarding contracts to her company.
Both accused persons are likely to be charged with the following offences:
•Public officers performing functions corruptly contrary to Section 25A as read with Section 34 of the Corrupt Practices Act;
•Abuse of office contrary to Section 25B (1) as read with Section 34 of the Corrupt Practices Act;
•Neglect of official duty contrary to Section 121 of the Penal Code;
•Uttering false documents contrary to Section 360 of the Penal Code;
They will be taken to court to be formally charged.
The ACB remains committed to promoting accountability, transparency, and integrity in public service.
