In September, 2016, the Anti-Corruption Bureau received a complaint alleging that
senior officers at Mangochi District Council had been abusing Local Development
Fund (LDF) funds by drawing hefty night allowances for trips which were never
undertaken.
The Anti- Corruption Bureau instituted investigations which established that some
funds were abused.
The Bureau arrested five suspects and took them to Mangochi Magistrate’s Court in
2017 where they were charged as follows:
Mr. Jack Ngulube was charged with neglect of official duty contrary to Section 121 of
Penal Code.
Mr. Michael Khoko District Procurement Officer for Mangochi District Council was
charged with abuse of public office contrary to Section 25B (1) of the Corrupt
Practices Act.
Mr. Arnold Chitenjere, Fisheries Assistant for Mangochi District Council was charged
with dealing in contracts contrary to Section 25C(2)(a) of the Corrupt Practices Act.
Ms. Monica Mazuwa Kagwira, Inspectorate Officer at Mangochi Fisheries was
charged with theft and dealing in contracts contrary to Section 278 of the Penal code
and 25C (2) (b) of the Corrupt Practices Act.
Cyprian Kagwira was charged with giving false information contrary to Section 14(1)
(a) of the Corrupt Practices Act.
On 13th March, 2023, the Zomba Magistrate’s Court convicted Monica Mazuwa
Kagwira for dealing in contract and acquitted her for theft. The Court also convicted
Arnold Chitenjere and Cyprian Kagwira as charged. The Court acquitted Mr. Jack
Ngulube and Michael Khoko.
Bail for the three convicts has been revoked and they are remanded at Mikuyu and
Zomba Prisons, respectively. They will appear in Court on a date to be set by the
Court for sentencing.
