On 26th October, 2017, the Anti-Corruption Bureau received a complaint alleging that Mayor
for Lilongwe City Council Councilor Dr. Desmond Bikoko abused his office by issuing
instructions to the Lilongwe City Council plot allocation committee to offer plots in Area 46 to
beneficiaries without following procedures.
The Anti-Corruption Bureau instituted investigations which established that Councilor Bikoko
had abused his office by, among other things, being a beneficiary of the land allocation.
On 4th December, 2019, the Anti-Corruption Bureau arrested Dr. Desmond Bikoko. He was
taken to Lilongwe Magistrate’s Court where he was formally informed about the reasons for
his arrest.
The Court granted him bail after satisfying the following conditions:
• Produced to the Court K300,000.00 cash as bail bond
• Produced two sureties bonded at K1,000,000.00 each not cash
• Surrendered travel documents to the Court
• Ordered to report to ACB Lilongwe office once every fortnight on Mondays
He will appear in Court on 11th December, 2019 for plea.
